Visit a jet fuel additive storage terminal and perform process troubleshooting and an alternatives evaluation for their nitrogen gas tank blanketing systems.
JET FUEL ADDITIVE TANK FARM NITROGEN BLANKETING SYSTEM ALTERNATIVES EVALUATION
The client is a contractor to the defense industries who manages a jet fuel additive tank farm that stores a Fuel System Icing Inhibitor (FSII). The terminal facility had nitrogen blanketing systems for their jet fuel system icing inhibitor (diethylene glycol monomethyl ether - DEGME) storage tanks that had been taken out of service due to the high usage of compressed nitrogen gas cylinders. The high nitrogen usage was contributing to excessive tank emissions. When use of the nitrogen blanketing systems was stopped, the risk of moisture contaminating the inhibitor material in the storage tanks increased. Process Engineering Associates, LLC (PROCESS) was subcontracted to explore alternatives to reduce nitrogen consumption and minimize the risk of water entering the tanks.
The scope of work included the following:
- Perform a site visit to the facility to inspect the tank farm systems, equipment, and to interview site operations, engineering, and management personnel.
- Preliminary System Alternatives Identification – PROCESS identified technically-feasible nitrogen blanketing system process improvement alternatives. These alternatives included equipment changes, controls changes, and/or procedural changes. PROCESS ranked options relative to items such as commercial experience, simplicity of operation, flexibility of operation, maintenance requirements, and grossly estimated total installed cost.
- Project Report Preparation – Results of the project were conveyed in a letter report that described the identified deficiencies and suggested improvement alternatives for client ’s consideration.
