Assist a major US defense contractor in submitting a proposal to the US Government for the management and operation (M&O) of a US Army ammunition plant.
Project Summary
The United States Government (USG) Department of Defense (DOD) requested interested parties to submit proposals for the management and operation (M&O) of a government-owned munitions manufacturing plant.
This project was for Process Engineering Associates, LLC (PROCESS) to provide consulting services to the client, a major US defense contractor, to support the development of their proposal for the transition of operation of the US Army ammunition plant from the current operating contractor to the client.
The consulting services included the following items:
- Process map development and review
- Transition plan development
- Technical and quality support
- Modernization Strategy development
- Staffing, rates, and material usage estimated development
- Risk and opportunity assessment
- Integrated Master Plan / Integrated Master Schedule.
This effort included providing specialized expertise which assisted the client in the following tasks:
- Understanding how energetic materials are produced at the facility
- Understanding how support operations impact production
- Developing a list of opportunities for modernization of the processes
- Understanding estimated staffing, production costs, material usages, etc. to produce products.
PROCESS personnel worked closely with client personnel and subcontractors to develop the bidding strategy for the the facility M&O competition.
